Because the European cities have a different structure which is not result of a planning process, but of a slow growth. Many cities like Berlin, Paris or London have more or less strict regulations that prevent the construction of high rise buildings.

Well, in Prague's city centre f.e. you can't build anything even slightly taller than the buildings around it because it's recognized as a UNESCO heritage site. Therefore, few further neighborhoods are being built into business centres with skyscrapers all over. The european cities still covers a large area and there is no need to tear down the historical city centre to build a new modern one. It's simply slowly shifting so it fits the needs - historical city centre remains to the turists and for leisure while business moves aside elswhere where it finds larger spaces, better public transport availability and can build skyscrapers there... It's just functional, no showing off to other continents involved there...

To keep it simple:
Europe - History rich
Asia & USA - competition of showing off balls ( "Who's richer and more developed" ) through tallest buildings

I love my Europe just as it is and wouldn't like it to become concrete/glass prison
