Slight correction: The X-13 was actually the 2nd VTOL tested, the first being the Convair XFY Pogo about 1 year earlier—also a prototype that was eventually discontinued.

Its neither the first or second VTOL aircraft. The germans were Testing the concept in WW2 with the "Triebflügel" made by Focke-Wulf and another design was proposed by the Heinkel-Werke, the "Heinkel Lerche"

You say it was never put into full production, but that’s the point of the X-series. No X-series aircraft has ever been designed for production (not even the X-32 and X-35, I can explain those if anyone wants) as they are designed purely for research.
