I think as long as you have a fast Pokemon with a sleep inducing move, that's more than enough. If you use mean look, they can use Roar.

Actually I'm shiny hunting them atm and learned that they can't be found in the last "2 routes" the player has been, u can solve this easily entering a town ( counts as a route ) and entering the Pokémon center ( counts as the second one you need ) so you can hunt in the same route

While this video is on a legitimate method, you can use an illegitimate method to make it easier.
Anyone know how you can duplicate pokemon using the PC and resetting when it says "SAVING... DON'T TURN OFF T"?
Well, it duplicates the item too. Give your master ball to a pokemon then duplicate the pokemon. This will duplicate the master ball too.

Just finished catching all three last night. Instead of Jynx I used Smeargle with a Spore/Mean look combo and switched into Scyther to follow-up with False Swipe. This strategy worked generally well for every legendary dog not named Raikou (darn thing is too fast). I just used a Master Ball on him. But yeah the Fast Ball was coded incorrectly and instead of having a multiplier on all Pokemon that run away, it only has a multiplier on Magnemite, Tangela and Grimer.

I managed to catch a suicune with a mean look/confuse ray golbat. I must have been extremely lucky as I barely hurt it and I caught it with one ultra ball.

If you have the Master ball you can use the cloning glitch while the pokemon your cloning is holding the master ball then you can get multiple master ball's and get 4 master ball's so you can use them on the 3 dogs and the extra one to get even more master ball's so then you just need to encounter them

This is why, outside of Gens 1 and 8, I will NEVER complete a pokedex. Roaming legendaries is the most cancerous aspect of this entire franchise.

Please note, that Raikou knows Quick Attack. So, if the Game randomly picks Quick Attack as the attacking Move for Raikou in turn one, it literally has priority with flight. No chance for Mean Look or Lovely Kiss even if you use a Pokemon that is faster than Raikou....

Works as you said, after 5 minutes I found both Entei and Suicune. Now going for Raikou, thanks!

wow this was awesome. followed the steps and found Raikou and Suicune on route 36 within 5 seconds of each other. Caught Raikou, moved to grass patches and then Suicune came up. Unreal, Thank you!

EDIT: finally found Entei as well. Route 36 as well lol

This is the exact method I used to catch all three of the legendary dogs about 25 years ago.
