How Do I Reintroduce A Rescued Otter To His Mangrove Forest Family?

My rescued otter titi goes to the forest every morning, just like you go to school. Wild otters can learn survival skills from mangroves, but pet otters cannot. Otter Titi has a family of six people who live nearby. He will visit his family for about 4 hours while I am collecting trash, planting mangroves, or releasing sea creatures from fishermen. The mangrove forest is hurting him, but fishermen who want to catch otters will do what they can. Every day, they can catch very small fish. How can they overlook an otter? So I'm stuck here with otters to save our mangroves. I hope that people who keep otters as pets will stop causing otters to become extinct in the wild.
