Cartoon Effect on Image using Python & OpenCV

How to create cartoon effect on image using python. Here we are using openCV and numpy to create cartoon effect using python.

Commands:
pip install opencv-python
pip install numpy

Really nice tuto, but I would have preferred more explanations about each step and what the values like 5 and 9 are meant to do in the functions used. Also, the numpy module was imported but not used.
