Designated Router and Backup Designated Routers in OSPF

In Broadcast type of OSPF Networks, one router is elected as designated router and the other as backup designated router.
Router with highest priority is elected as designated router, if it ties then Router with highest router ID (RID) is elected as nondesignated router. DR and BDR reach Full state

Routers that are neither a DR nor a BDR—called DROthers and these routers do not reach Full State (don’t have complete LSDB).

DR send OSPF messages using multicast IP address 224.0.0.5 and all other OSPF routers send OSPF messages using multicast IP address 224.0.0.6
Routers in 2-way state are called neighbors and they form Neighbor relationship
Neighbor who has exchanged complete LSDB are called adjacent neighbor/ Fully Adjacent Neighbors and they form Adjacency.

hello, I don't know if you're still active because the video is 3 years old but I was wondering, supposing there are routers with the router ID as the following: 100.100.100.100 and 255.255.255.255, which one will become the DR and the BDR based on that two router IDs?
