VI's can have some semblance of independent behavior if programmed accordingly. Glyph was created as a research aide to Liara, thus allowing it autonomy when it came to shifting data. Proof of this is when it is locked in Liara's room after trying to mess around with Edi's AI nature. It should be noted that within the Mass Effect universe VI growth is highly monitored and sometimes the distinction between AI's and VI's are muddy. The Geth are a prime example of this.
