The Nazgul were so weak in the movies because Sauron was weak and the power of the Nazgul depends on Sauron. But even in this form, they were incredibly powerful. The Witch King cannot be killed by a man, or „It was predicted that he will not be killed by a man“ if the Witch King was not so arrogant Thor from the films would have no chance!
