Advanced alien civilizations may be using forms of communication that we can't presently conceive of, just as Stone Age people couldn't conceive of radio waves. This is probably why SETI hasn't found anything in all these years.

While I wont assume that it is an alien signal, I think that its not that unlikely that an advanced civilization would look towards our solar system, even without receiving any radio or television signals from us, for the same reason we look at specific solar systems. If it looks like its possible for it so support life, such as having planets within the "Goldilocks Zone" don't we look more closely at it? It only seems natural that another intelligent species with similar needs may do the same thing.
