This event is known as Electronic Dance Carnival. It takes place for 3 nights at the Las Vegas Motor Speedway in Las Vegas, Nevada. Hosted by Insomniac events, DJs from around the world perform for 100,000+ attendees. Carnival rides and different acts of entertainment are littered across the fair grounds for all to enjoy.

Figured I would put together some footage real quick.This is from the perspective of a regular (General Admission) attendee.
