Everything except the 1st of the 3 downloads from the Microsoft C++ Redistributable were installed and, following your directions, it now accepts my graphics card (I changed the one already there for a better one and this issue came up).
Thank you so much for just walking through every step simply and clearly, even down to warning us they were gonna try to sneak Bing bar in there!
Opened the game on steam and it's a big improvement.

Another solution if you have problem with this and also your brightness bar is gone:

go into device manager, look for display adapters, then click on it. If you find that your graphic card has little image of arrow down, right click on it and choose desible device. Hope it helped, its just helped with this kind of problem.

ASUS laptop --- It was the AMD driver...it had "cannot update" issues. Went to AMD Driver Support and downloaded the Auto-Detect and Install for Windows® 10/11* Driver Updates for AMD Radeon™ Series Graphics and Ryzen™ Chipsets and after 2 restarts, the download was complete and the problem was GONE without any more work. This problem ALSO caused the XBOX screen record to stop working. It would still take pics, but no screen record. Now...all fixed.
