Kazuha's thing isn't just buffing elemental damage. He also can group enemies without needing to have his burst up, and he boosts damage further by reducing resistances with VV.

This is kind of an overblown statement for multiple reasons:

1: Even with the artifact's 40% extra dmg bonus total, Kazuha still exceeds it due to always having VV's resistance shred, which makes the enemy take even more damage
2: Kazuha is still extremely versatile due to the very useful crowd control and additional element application with his burst for reactions
3: Not every Natlan character is gonna have that set as their preferred option, no matter how good it is
4: At the end of the year, there is gonna be like what, 10 Natlan characters in total, maybe more in the future? That is considering more than 80 other characters to choose from, so most people will either not have them or not want to use them
5: There are way too many people and way too many teams that use Kazuha, so switching out the guy who has been invested into for years and has always been reliable for a new slight non-guaranteed dmg increase is something most won't do

This new cinder city sets actually gives a total of 40% elemental dmg bonus same as 1000 EM Kazuha, normal characters just give 12% but natlan characters with nightsoul's blessing gives an additional 28%, so it's 12% + 28% there
