If you have already done this and you bought a graphics card undo the method number 3 or remove the Winshipping Valorant in that location it will cause the Dx 11 feature~ to appear even though you already have a new card

NOTE - if none of this works for you, it may be your GPU is older than 5 years. My GPU is older than 10 years (rip) so, therefore, I will need a new computer. SO will you, if this applies to you. TO check:
Click WIn + r
type ( dxdiag)
Click on the Display tab, under there you will see something like Direct3D DDI: 10" (that's for me) which means my DX level is 10 and the feature level is below.
