When it comes to barb camps, boats count as "water scouts". If they see you on the sea, barb camps will spawn enemies. Speaking from experience

Some tips. Don't forget the +2 adjacency that Harbors get for being next to a City Center, Commercial Hubs get a +2 for being next to a Harbor, and the adjacency that Coral Reefs give to Campuses. Generally you want to make a little triangle of City Center, Harbor, and Commercial Hub, to max out adjacencies for the Harbor and Commercial Hub. I think you will want to use Preserves in this game as well, they are great for early growth due to the housing and you have a lot of forests around (like in Kyoto). Finally, consider settling even dinky cities along coastlines (like that peninsula surrounded by fish to the North West of Kyoto). Harbors make up for lack of land once you get shipyards. Shipyards add so much production, food, and gold to a water city, it is even worth building on one tile islands if they can get Harbors.

One last point to keep in mind: oftentimes players choose Harbors and do not make Commercial Hubs. This is because you only get one extra trade route when you build a Lighthouse OR a Market, and Harbors offer a lot more resources while Commercial Hubs only provide gold. Since cities tend to be limited to 2-3 districts during the course of a game, you are better off saving districts for Campuses or Theater Squares. I'm of the mind that if you are going a heavy trade based game, building both is fine, because a lot of the Great Merchants give extra trade routes. Tokugawa especially benefits from some of the Great Merchants that give extra district slots to cities, and Commercial Hubs in general are good for Tokugawa's internal trade route yields.

Multiplayer Civ is very much it's own beast because most of the time people just avoid doing war, as it's something that very rarely pays off, as the gains for conquering cities rarely make up for the actual cost of doing so (not to say never, but it's very much situational), and when playing with experienced people, world conquest becomes functionally impossible.
