I shouldn’t need to explain how this completely and utterly breaks Tempest as a faction. Mass teleportation on an army scale effectively lets them raze whatever enemy city they feel like and leave before a relief force can arrive. It’s a good thing conventional warfare isn’t really a thing for the rest of the franchise because it really would stretch suspension of disbelief for an army to be a military threat when tempest could out their capital to siege before they finish a single days march.
