FERRY FIASCO: SNP MSP lists basic principles that his own party didn't follow building 801 & 802

Deputy First Minister, John Swinney, provided a bleak update on the building of two ferries at Ferguson Marine shipyard.

Mr Swinney said a further £6m will be needed to complete the build and that the vessels will not be complete by the dates previously given.

SNP's Willie Coffey who is on the Public Audit Committee and has heard hours of evidence in the ferry scandal.

He listed many of the 'basic principles' that should have been followed by Ferguson Marine and the SNP when it came to building 801 & 802.

Something stinks about this whole Ferry affair and the way that the contract was awarded with no penalty clauses if I the ferries weren’t delivered on time and on budget. Now three times over the initial budget and five years late but Swinney still hands Fergusson Marine a further six million pounds and a further six months to complete the job. Not to mention the Fergusson Marine big wigs who gave themselves a £87, 000 bonus for f***ing up the contract.

"Pragmatism to respond...." Should already be built into a good project management system, and govt doesn't need to come up with anything more complex than systems and methods already available and widely used for complex PRINCE2 being but one Method.

Cost quality and time should also be covered in the projects procurement strategy, with regular waypoints and And any bonuses paid on achieve these parameters... On time, within budget, to the required specification... Basic management mantras!

With regards specifications, procurement, tendering.... It would seem that every potential bidder except Ferguson were bidding on the govt specification and criteria, a fixed product to a given quality, at a competitive price.... Yet Ferguson was awarded the contract on the basis of a proposition or proposal based on different, new technologies.
