Savage was always more than just another Maul. He was his own unique person who fell victim to the horrible actions of others and couldn’t escape the evil he was forced into

It is also interesting that Savage lost his sith eyes and extra long horns as the nightsister magic left him. This shows that Savage was a good man underneath who was altered by magic and the dark side. He "never was" a true sith or acolyte of the dark side and merely a tool

Man Maul is such a tortured soul. There's a good man in there but its buried deep. We saw a bit of that part of him in Rebels.

There's more to it than that. He failed his Sith training under Dooku, Ventress, and Maul, and lost a duel to both of Maul's mortal enemies. Savage has admitted before that Dooku was too powerful, and no matter how hard he tried to impress his masters, he felt guilty that he could never live up to their standards.

Their difference lays with their motivations. Maul has always been motivated by aggression and hatred as to where Savages journey and motivations started and ended with him trying to prevent his brothers from dying. First with Feral, then with Maul. Savage just didn’t want to be alone. Savage is one of the best Clone Wars characters and he deserved so much more.

I'm pretty sure it's just Savage confessing to Maul that he had actually been enhanced by magic, rather than naturally powerful. He seemed worried that Maul would see the magic leaking off him and hate him for being fake

It’s a reference to Savage never truly being a Sith. Unlike Maul, he didn’t have any aspirations for galactic domination. He was content with just following his brother

Savage was also sent out by the sisters "to go find his brother" . So when he found Maul with such a clear purpose. He likely assumed he was meant to assist him or help him with his goals.

I'm pretty sure it was his old self returning and saying that he was never meant to be like his brother. He was just a man who had been taken advantage of.

uugh... If I remeber correctly, Savage Opress, before being changed by Night Sisters into and evil warrior, he was one of the weaker Night Brothers and chosen for Dooku only because other brother sacrifised himself during the trial. In his last words Opress wasn't adressing the fanbase, but showing Maul for the first time that he wasn't like him. Not filled with the dark side and not a good apprentice.

It was more so about how “special” Maul was in that he was hired by the best Sith lord of all time, he was weaker in the force than Maul, he wasn’t a natural force wielder, and nobody really cared for him through all of his abuse yet he always put himself on the line for everyone else he worked for. But yes this could’ve been the writers way of venting out their frustration of people referring to savage as a worse version of Maul when he’s his own character.
