The Mafia area in GTA 3 is virtually untraversable without the Bulletproof Patriot once you complete the story, especially when it comes to the guys wielding shotguns that blow up cars with one shot. Not to mention, of course, northern Staunton Island and basically the entirety of the Columbian area of Shoreside Vale. It's the only game in the series that I think truly becomes nearly impossible to travel safely when you beat it. Not being able to dive out of cars really hurt that game too...
