What if you are transferring a windows 8 profile? It looks like windows 8 does not have the option for "this is my old computer"

I'm trying to do this from one Surface Pro 3 to another.  The transfer tool is in Windows 8.1 but the menu asks:

"Have you already used Windows Easy Transfer to save your files from your other PC"?
