That aside, I’m pretty sure the order is BCA. Since A has the stop sign, they have to wait until the road is clear before pulling out. B has the right-of-way since they’re not turning, are oncoming relative to C, and don’t have a stop sign. C has to yield to B, but can go ahead of A since they don’t have a stop sign.
