var filter = => d.DepartmentId, id);

do this instead of "DepartmentId" make your life easier

Count will not work, you need to find max of Id and increment it

Thats mynfriet time with vue.js and this seems weird to write HTML like that. But may be thats how it is done in vue.js

good as a basic tutorial but please make something professional. This isn't a way of writing templates or adding/editing data thru popups. I've watched ur several videos; that's why suggesting you. sorry if you feel bad. I recommend you start creating a proper mini-application with register, login/logout and then crud pages.
