it was proven that in rollover tests the child ejects from the seat due to no shoulder protection. Very unsafe. Only works in frontal crashes, also, a smaller child can suffocate from the airbags, so its even more unsafe. Just keep your kids rear facing till age 2. Ideally age 4.
