Not only his eyes point into him being dragon, but also there are leads from Fontaine story quests that also point in that direction. The biggest lead in my opinion is given to us by Freminet when we go meet him with Lyney and Lynnete.
Freminet during the dialogue says "There's a legend about the rain that I tend to believe... It's said that a Dragon of Water once resided in Fontaine. Though we don't know where the dragon went, every time it weeps, the skies will cloud up and pour out rain..."
This is important clue moving forward. In second act there are 2 important situations where it rains.
1. When we go with Navia to ask Neuvillette about a long forgotten case. (Keep in mind that sky was crystal clear at that moment) During the end of the conversation, things went a bit emotional. Ofc we only saw Navia crying but when we left the building we discovered that it's raining. Even our companions comment on that.
Navia: Ah... rain... It's raining.
Paimon: You're right ... Wasn't it still sunny when we went into the building? And there shouldn't be any active trials today, how strange...
There is also a quote of Navia after this that leads our crew to keep digging for clues about the case but which will be important later
Navia: Now that i think about it ... On the day my father was convicted of murder, it was also raining.
2. At the end of this act, we go with Navia to pay our respect to her father's grave. As you suspect or remember during that scene at her father's grave it was raining. Not only that but we find out that Neuvillette was already there paying his respects. During our conversation he reconciles with Navia, telling us about his feelings towards justice and how that case made him realise that there is more to it.
After we finish talking with him, he leaves and rain stops which Paimon comments "Huh... Paimon just noticed that the rain has stopped.
I think all of this points out clearly into what Hoyoverse decided to make him, however that's not all. Aside of his strength (i doubt "normal" vision holder would easly stopped Childe during his transformation into Foul Legacy mode so effortlessly) there is also a moments where he talks about humans as "they" instead of "we" as if he wasn't part of that group.
Neuvillette: Humans... will they betray the instinct to live just to satisfy spiritual needs...?
Neuvillette: There was once a time when I didn't want to believe that there could be anything more important to humans than life intself. No, rather than that, it's probably more truthful to say I didn't believe humans were capable of resisting the most basic instinct of living things. That they could rebel against their own nature, or consider certain things to be more important than their own lives.
I believe that if we take all of this things into concideration we can make a strong case for Neuvillette being a dragon/vishap.

It was definitely implied he’s the hydro dragon in the story. The story that rain in Fontaine is the hydro dragon crying and that it mainly cries during trails suggests the hydro dragon is present for the trails. The two other times it rained during the story was after Navia confronted Neuvillette about her father’s death and called Neuvillette heartless, the second was after Tartaglia was found guilty which seemed to cause Neuvillette great distress as it was the first time he disagreed with the sentencing. Neuvillette also talked about humans as though he was not one, and Navia re-enforced that by saying he still has a lot to learn about humans.

Notice how in the story quest it also rains in moments where he'd be sad. Like Freminet said, it only rains when the hydro dragon cries. And it only rained when neuvilette was upset (After Navia yelled at him and whine paying his respects to Navia's dad's grave)

Neuvillette may very well be the hydro dragon. All the signs are plainly in sight. All we need now is the story to confirm it. Fontaine needs to be a banger of a story for sure 👏🏽

Vishap dragon like Chongyun! an elemental being. in Chongus's case, he can't turn into a dragoin but his elemental energy gives him too much yang energy. Could also be why Shenhe is how she is too.
