Looks like it's been deliberate, because there's fires that started at more than one place and i don't see the spread and as for flying Ambers, it depends on where the wind is going, taking the smoke with it and the smoke is blowing in the direction of the right side of the Ladder. I can't think of anything else of how that happened besides arson.
