U can see he dealt 5k per attack on the boss while doing 4k per attack on the minions

The passive works btw the spa isn’t when attacking the same enemy it’s every time he attacks and you can see the damage passive working too when you look at the boss it was taking 5k per hit while the mobs were only taking 3k per hit.

His passives arent locked behind upgrades you were looking at him with the 30% spa reduction also the 10% attack is to the enemy he is attack so his numbers dont go up but his dmg to the target he hit more than once do

it was working hover over it shows 0.7x the new one that is 1x 30% is 0.7x spa is working not the damg that 1.1x is the 10% on placement

A good buff for rengoku make his ninth form hit nearby units outside the aoe and let it linger for 3 seconds so if they walk into it they take the burn dmg and they can just add a explosion effect to visualise this and reuse for effects for the lingering fire
