Thanks for the recipe. It’s Mongolian Beef. Mongolian. Not Magnolia, Magnolian or whatever it is you are saying. Rice in the Instant Pot should not require draining at all (it’s not 2:1 water-to-rice ratio). It’s between 1:1 and 1.25:1 depending on certain factors. I hope this helps.
