“These phones we carry” allow “unknown callers”, so there is no direction between the number calling and the person who calls.
We all are being forced to answer “unknown numbers” from someone at a healthcare agency, so I have to answer ALL calls. For instance, I get called from one Kaiser Department, but my doctor makes his calls on a phone that uses a technology that dials out on a number that is “UNKNOWN”. When you’re waiting for a call to make an appointment, that call could take weeks before it is made. So if you don’t answer ALL calls you are likely to miss that important call.

The biggest problem is they attack the elderly - I could write a book on the calls my parents got trying to bilk them out of money. One scam involves a fake doctor prescribing tests or equipment that is covered by Medicare. That happened to me (I intercepted that one) and some of my friends' parents. My mom - who was suffering from dementia at the end - was getting daily calls from a call center in India trying to sell her equipment that they told her she needed. I got into a shouting match with one of the bastards and they would just call back later.

Because businesses that you deal with sell/use your information and transfer it to a third party. Congress needs to make it law that consumers must OPT IN, not OPT OUT to selling/use your information to make money off your information.

These crooks are not making 1 call a day, they are making hundreds, if not thousands, hoping someone will answer. That sort of volume is something that the telecos should be able to detect and block at the source. Even if that means blocking all calls from a certain Asian country known to harbor these crooks. Blocking individual numbers is useless as all these numbers are spoofed. A practice which a telco could stop if they wanted to. These were softball questions designed to make those involved look smart and caring.

Getting the money back to the person who got scammed?

Although I'm in Australia, this is a major problem throughout the world. *How about the telco's not forwarding a call to its destination if they know it doesn't match the Caller ID?* They have the ability to discern whether the _reported_ number the call is coming from actually matches the _real_ number (the same is true if the caller tries to hide the Caller ID). I know this is possible as I used to monitor the national emergency number (000) for availability in one of my jobs (IT for the national carrier) and naturally, you couldn't block or spoof a Caller ID to their system... and that was over 20 years ago! *A scammer is less likely to call if they know a number can be physically linked back to them and greatly increase the risk of being caught.*

But when you block them they come up with a different number and a lot of them are wherever state you live in and they're copying other people's numbers and it's so hard to block them because then they're coming up with another number
