Can I replace my stock halogen headlights for the HID ones shown on this video?

My car started chiming when the headlight control is in the O position and the car is turned off. It did not do this when I bought it new but does it now. The Dodge dealer says they cannot duplicate this issue. English comprehension reason?

Why can't I drive in the dark temporarily with no lights like the old vehicles. When I put it in park the lights will cut completely off how I want them to. When I put it in drive the parking lights at minimum come on, I don't want them to when I mean no lights I mean no lights
