which is better RRB JE or SSC JE and why?
You can compare little bit of JE Post through SSC and RRB JE, but you can't compare Assistant engineer Post in CPWD/MES, And Senior section Engineer (SSE) in RRB because You have much benefit in AE in CPWD/MES than SSE in RRB.

JUNIOR ENGINEER
1) Salary
Basic Pay of both SSC JE and RRB JE are same 35400/-
(Same grade pay-4200)
So salary of both almost same.
Starting Gross salary= 44k-46k (with HRA)
 
2) Job location (Can I live near to hometown)
SSC-JE
(a) If you got CPWD department
Almost Posted in City of state, and easily got posting in New Delhi
(b) If you in MES
40% Chance to get posting in City.
Note:- Less chance to get home location.
If you have hometown like
Delhi, Lucknow, Patna, Jaipur, Chandigarh, Ranchi, Kolkata, Mumbai, Kerala etc then you can easily get hometown posting.
40% of Job strength of CPWD in Delhi so you easily live in New Delhi.
RRB-JE
(a) not necessarily posted in City but maximum chance to live in hometown when your posting in region of Railway near of home.

3) Transfer Policy
SSC-JE
CPWD/MES
(a) Easy to transfer as your choice if you are active
And easily got region transfer to nearby hometown.
(b) You will get transferred in every 3 years i.e. Division got changed.
RRB-JE
(a) Not Easily transfer like regional transfer.

(5) Promotion
SSC-JE
(a) Now, Promotion from JE to AE take maximum 7–9 years. (By seniority method)
Note :- Now , internal Exam Started for JE to AE post, You have at least 4 years of service Eligibility for appearing
RRB-JE
(a) Now, Promotion from JE to SSE take maximum 9–12 years. (By seniority method)
(b) Directly recruited SSE or JE are also eligible for appearing in Limited Departmental examination (LDCE) for promotion to Junior Scale Assistant Engineer (Class I officer cadre) after completion of 5 years of service.
Note- Luck matters because only 3 to 4% of SSE/JEs get promoted due to limited vacancies in Group B JSAE
 
(6) Sub Department
SSS JE - CPWD/MES
Here Two types
(a) Maintenance Division
(b) Project Division
But Most of the Times Posting of JE l in Maintenance Section but generally Maintenance Division have mixed Nature of maintenance and project.
Note:- Officially Nature of Job is Field Job but you have to do both Office work and field work.
But, here easily transfer from one work to another work but required some efforts.
RRB JE
Here also many sub-department
For Civil
BRIDGE/ DESIGN and DRAWING
P WAY./ PRODUCTION UNIT
R&D./ works/ workshop
For Mechanical/ Electrical/ Electronics Engineering
Sub-Departments:
Track Machine/ Design and Drawing
Carriage and Wagon/ R&D
Diesel Shed/ Power
EMU./ General Services/ TRD
Signal/ Production Unit
Telecommunication/ Workshop

(7) Medical Facility
Both are centeral government services so medical facility is almost same.
It available for you and your dependent. (Parents, Wife, son, daughter)
CPWD
For Medical facility, you have CGHS (Central Government Health Scheme) Card to visit anywhere CGHS Dispensary
And many private hospitals in panelled.
Note:
CGHS Dispensary
It is like mini hospital.
You can get 100 % Medicine prescribed by any doctor( you have not required to visit any medical shop) .
You can visit any panelled hospital (Almost all best private hospital under this) but 1st you got refer from any CGHS dispensary.
Your expenses on medical like Test, medicine get 100% reimbursed from your department. (prepaid)
For MES, you have military hospital
For RRB JE, Railway hospital and many panelled private hospitals.

8) Nature of job
SSC JE : (CPWD/MES)
(a) 80% Managerial and 20% Technical
RRB JE
(a) 80% Technical and 20% Managerial

9) Other than salary
SSC JE
Here, Very Big scope of achieving all your desires but it's depends on your management quality, behaviour, Priority.
Note : In SSC-JE (CPWD/MES) Financial power started from Assistant engineer post like Tendering, Work order power Material purchase power,
But in Railway, Financial power started from Assistant Division Engineer (Direct Recruitment through UPSC-ESE but in future through IRMS)

10) Other opportunity in RRB JE
Indian Railways provide good opportunity to join Railway PSU as well on deputation or permanent absorption later on. Like organisations are IRCON, RITES, RVNL, DFCIL, MRVC etc.
And also, in Railway Transport such as Metro Railway Corporation.

RRB JE/SSE post is under Group-C post
