Generally, high birth rate is based on high mortality. The sea horse pumps out so many because it essentially is a lottery ticket to live to adulthood, especially since these are free roaming creatures with limited defenses besides mobility. THeir size means that they are easy prey to basically everything, even fish that are smaller than the adult seahorse. Humans don't need this birth rate since we are a species that guarantees the survival of our young and we have a low mortality rate at that.
