The building needs to torn down before it collapses. Its 70 years old. Perhaps, the owners and city/state and relocate the residents to other housing in the nearby cities. Contact the department of housing in Indiana.

You can't blame the landlord for staying there you choose to do it. It's a choice you've made. He didn't make you stay there. He's not holding you back. You're the one holding yourself. Let yourself up by your bootstraps and get moving
