The only time when Mr Bean was shown doing something normally on camera, the only time he was minding his own business and being a gentle and honest person... the one thing he cared about was destroyed...

And Mr. Bean is a lonely man. He only has his car, his home and his teddy. That's what makes this scene so sad. If a regular joe schmoes car was crushed, it wouldn't be as sad... but Mr. Bean loved that car more than any person he'd ever met.

This is why Rowan is the the greatest actor ever. He doesn’t have to say anything (although the way he says “Bob” is hilarious) he just used his facial to convey what he’s saying and we understand him word for word.
