As a new resident of Washington I was shocked to see styrofoam was still used for takeout containers.

They failed to mention the majority of Styrofoam found along the beaches is from the big blocks of Styrofoam keeping those behind her docks afloat. You can tell 2:40 there's about five chunks of it, it has a course texture made up of large round "pea" sized balls all formed together. Usually, a storm will break off bits and chunks of the older blocks and the beach will be littered with them.
