The black outfit rule has a very sad backstory to it. Queen Elizabeth II was away when her father died. Because her trip was sorta a belated honeymoon as well as a state visit, she didn’t pack a black dress. Once they arrived back in England, she had to wait for someone to bring her a dress so she could change before she disembarked and be with her family, since she knew there were camera waiting on the tarmac. She knew the reaction of the public if she was photographed wearing her breezy summer attire after her father’s death. After that she made the rule for all family members to take a black outfit with them, so she would never have to deal with that again.

the reason why the monarch does not need a license is because all drivers licences and passports are issued under the name of the monarchy so effectively the king cannot issue himself a drivers licence

Not traveling in pairs is a common practice, even in the US. I believe for the US, one, but not both (the president and VP) may travel abroad (outside of the US) at one time. believe this even extends to disallowing them both toe fly on the same plane when traveling around for various reasons.

I do feel sad for the royal dress maker. They were in charge of designing the queens regalia, designed some beautiful ceremonial and formal dresses and gowns. Now they will be designing suits. The reason they are not required to have a licence or registration is that licences and registration is issued by the Queen/King it does not apply to any other Royal, and as Charles has been driving for years, he has done his driver's licence test.
