The top piece of glass is sacrificial in case it gets scratches or this case damaged by something like a steel cup, rocks from the wall, anything. The top piece gets removed and replaced easily.

It is quite expected. Glass is a fragile material under impact loads of sharp objects. They can protect the glass with transparent silicon film - which is not translucent as glass - or remains fixing when things like that happen.
