Update: The Battle of Port Delphinus happened canonically in 1948, and I think Phoenix takes place in 1951 or 1952, so the fleet carriers not being around is plausible. But there could also be some other possibilities.

1. The Antarian attack on Port Delphinus was supposed to be a suprise attack, so it makes sence that they only brought a light carrier instead of the fleet carrier, since its smaller.

2. Its also possible that the fleet carrier was not completed by 1948, but im not entirely sure.
