For anyone who has no knowledge of music or how it works, Bill is NOT using auto-tune. It's called vocal effects/vocoding. It's something that warps the sound of the voice. For example, every Daft Punk song EVER basically. Imogen Heap. Gotye (the guy who did Somebody I Used to Know) did it in State of the Art. Also, the "new member" of the band is probably just for performances. Tons of bands hire on other guitarists to take over the parts that the main guitarist can't handle on top of the stuff they have to play (a downside to multiple guitar tracks being on a song).

1. He is not using auto tune, he is using vocal effects, thats the way this particular song sounds like. Not all of them require this effect.
2. This is a fun little song, maybe its not "deep" and rock-ish as you "old" fans are used to it, but its good and a nice change. I for one love this new sound c:
