I'm taking a literal and contextual approach for what's happening at the 0:37 mark and most of this clip. (or as much as I can from an American internet armchair perspective, and with no decent experience watching the show, so I'll do what I can) Skip to the end for a summary if you wish.

-The show (translated to Strawberry Marshmallow) has been described as "cute girls doing cute things", which appears to be through them being adorable, attempting precociousness, and otherwise thinking and acting silly.
-Matsuoka Miu is described in various sources as a Japanese 12-year-old troublemaker and absurdist, although I have no idea of her academic abilities, or how much of her behavior is intentional. She appears to be feigning being an American foreigner in this clip, to avoid answering questions.
-The math equation involves addition of mixed fractions, which best I can tell gets covered by Japanese Grade 5.
=Ergo, since Miu's age would normally have her in Grade 7 at this time, she *should* be able to answer this if she had average capability and motivation. But due to the show's context and likely her mindset, Miu probably isn't going to give a straight answer.

-The answer to the math question is 4 and 5/12. I guess adding together mixed fractions might look intimidating, or at least alot of work.

-The answer she gives instead however is "さたけ" written vertically, and it's English translation "Satake" is written atop. To the side of さたけ is an arrow pointing to a cartoonish drawing of a small animal.
-Going through information available about the show, their is a Shiba Inu named Satake that is at least featured in some official artwork. I do not know who it belongs to, but Miu is likely familiar with it. Given that, her written answer is probably describing said-dog.

-She states "This is an American joke." about her answer.
-As others have stated, saying something is "American humor" is a way of saying that maybe this might make sense somewhere else, but it doesn't have enough context here, so don't bother trying to figure it out.
-This response aligns with her recent behavior of pretending to being a foreigner to avoid schoolwork, along with her tendency to be absurdist.

=So, in summary to the best of my ability:
-Miu's trying to avoid schoolwork.
-She's pretending to be American to do so.
-An intimidating math problem is given.
-She gives an absurd answer (the name of a dog she knows) and says it's an "American joke" to avoid criticism.
-(She is punished anyways for giving innapropriate response.)


So... yeah, I think the girl Miu is trying to be precocious and silly to avoid doing a math problem. It probably fits a common theme for her in the show, if I had to guess.
