Theory (can be true): the Drowneds or the Water Builders or whatever their name is they made the monument to keep their gold (there is gold at the monument) until they awoke the elder guardian, they thought it would be the guard of the monument until it attacked them and destroyed their conduits, after that the ones that got out of the monument tried to gasp for air but then they drowned before they can gasp some air then one day some of them woke up but as underwater zombies.

Theory
The temple was part of a civilisations and was for a royal but out of nowhere it got flooded and the royal still wanted to live or use the temple so the ancient builders went on a adventure and discovered a blueprint made by a previous ancient builder of a conduit, they knew it would allow them to breath underwater but weren't sure if it will work due to it being a prototype so they took a gamble and placed it in the temple and discovering the conduit's power and found out it worked..
