Rin's character is the embodiment of an ideal, as are a surprising amount of characters in Naruto. Rin is the expression of being truly seen, despite the ways you might have screwed up. She was this for Óbito when she was alive, and she continued to be this after his death.

The one thing about the Naruto fandom that constantly exhausts me is that surprisingly few people seem to grasp the idea of what trauma does to a person. While a lot of people whine about Sasuke being emo, a huge number of people truly act as if Obito should have just shaken off what happened to him. I have a whole spiel about this but I'll refrain and just sum it up with this: no matter what you think about what Obito did, none of that would have happened if monstrous, horrifying, grossly unfair things hadn't have happened to him.

Obito was an incredibly idealistic kid, enormously sensitive, and a square peg in a round hole. No one cared for him or saw to him except Rin, and he loved her because in a world where people at best looked at him, she saw him. She not only encouraged his dreams, she believed in them with her whole heart because she saw what kind of person he truly was.

Obito was essentially doomed from the moment Madara found him. He was disfigured and missing body parts all over the place, held against his will, and still, in those conditions, tried to help the person imprisoning him. He was staged into watching the only person he loved he brutally murdered by the only other person who he might've reached out to in his pain, rendering him completely alone. If his trauma didn't brainwash him, there was a curse tag in his heart to make sure that there was no other path he could choose except the path Madara wanted him to.

Despite all of this, he kept his belief in protecting others. People forget that Obito wasn't trying to take over the world for his own selfish ambition. In his eyes, he was dedicating his life to finding the only way to true and lasting peace that he was able to accept in his broken, twisted mind. He couldn't accept just going into his own dream alone... he carried the heart of a hokage, albeit one that was distorted by suffering and trauma. His idealism made him selfless in his pursuits. He honestly always kept the heart he had as a child to protect others and create a peaceful, happy world for them.

Given what his options were, he really had no other choices. In the end, after the curse tag was removed, he was able to make his own choices again. And what did he do? He stoned for his sins and mistakes as best he could before being disintegrated and humiliated after his death.

When Rin sees him, she honestly knows that given all the choices, paths, and outcomes he was presented with... dammit,  the kid really did his best. I think someone above said it really well: he had his legs cut off and is criticized that he can't run a marathon.

Rin is the ideal of someone, somewhere out there, not seeing all your fuck-ups, but the intentions you had in your heart. Obito got royally, massively, tragically screwed... but even in his state of emotional madness, he was still doing his best to make the world a peaceful place... even if he was horribly wrong
