This looks like a homemade rope coiler. Someone has taken a bunch of old car tire repair cross wrenches and welded pipes between them to form an axel of sorts. To wind up different sizes of rope. Just like you would wind up a garden hose. This would sit horizontal to the way it is now in a rack. Old cross wrenches would be available at any wrecking yard as most cars had them in the trunk. Pieces of gas pipe would make the axel. Because the pipe would be welded shut it would have some buoyancy so the heavy end with a larger solid piece would sink it down while the air inside the pipes would keep it vertical until it sank to the sea floor jabbing itself in the mud. Then it would be covered by coral. It can't have been there that long as there would be more coral. So I predict it went overboard during operation highjump after WW2. It looks exactly like something my dad who was in the Navy in WW2 would have made.
