Mulch Fires are really difficult to extinguish. The mulch piles are more that likely 10 to 30 foot deep if not more and the fires are burning deep within. It's pretty much impossible to get the water and extinguishing agents all of the way to the bottom where the highest heat is. On top of that, the water being forced into the mulch breaks up allowing oxygen deep into the embers forcing them to burn more. Really, the only way to stop the burn is to Surround and Drown, while moving the piles with heavy equipment. Even that's difficult due to the operators being overcome by heat and smoke...
I've been on a few of these throughout the decades and feel for the crews battling that blaze...

no wonder the fire is still going. Maybe try putting some of the water ON the fire. Perhaps from up wind. Just a suggestion.
