This feels more like how the Roman Senate viewed each emperor
For example, despite his achievements, much of the senate hated Aurelian for stomping out corruption within their ranks, his purges, and taking most of their power away and reinstating the lord and master era again. So this video would make more sense in that regard.

Septimius Severus was a good emperor much underestimated, with him the empire reached its maximum extent after Trajan (he conquered the capital of the Parthians and arrived in the fezzan) also took away power to the senatorial class which was becoming very corrupt as well as hostile to many emperors

All the flavian dinasty was good, aurelian was amazingly good and Majorian was the best emperor of the west, if only Ricimer didn’t kill him Majorian would’ve probably saved the w.r.e. At least for 50 years

Good! I especially love how you flicked through the emperors who weren't on the Imperial Seat for very long! I see you have corrected for Aurelian. Good. However, I initially offered a possible more charitable interpretation: maybe Mr. Incredible was sad that it was the Crisis of the 3rd Century.
Some constructive criticism:
1) Possibly Augustus deserves a better reaction than that (or maybe not, partly since this meme format doesn't usually start with angel-tier or electric guitar, happy sunglasses dude)
2) Caligula and Nero were probably mediocre emperors when all the history is considered and separating the history from the propaganda and errors.
3) The Principes Flavii weren't really bad, possibly with the exception of Domitian.
4) Septimius Severus is underrated.

5) Straight up forgot Gallienus. Who forgets my guy Gallienus? His reforms may have enabled Aurelian's ending of the wars where the Gallic and Palmyrene Empires broke away (of course, taking them back to Rome), and he was big on freedom of religion, as I understand it.
6) Admittedly, Julian the Apostate is, here, underrated. Of course, it was bad that he was a cunt to the Jesusfolk, but there's also that he was a Marcus Aurelius -style Senate fan, preferring that the Head of State not be above the law, and shunning the Dominus title.
7) Valentinian I may have had anger issues, but his and Valens' administration was insanely based on allowing not merely Roman standards of religious freedom, but modern standards of religious freedom! It's a shame that Gratian, Valentinian's son, thought it appropriate to mess it all up.
8) Theodosius is underrated.

-Vespasian should be Canny, Titus should just be neutral because he hadn’t much time

-Domitian should be the neutral, he was a good administrator, even tho he was violent to the senate

-Gallilenus and Aurelian should be canny

-Theodosius was not bad
