not foreshadowing, it called continuation. Oda originally wasnt planing on continuing the series fore more than 5 years or so. He is a master of improvising. he could've simply went through old chapters and designs and used it as inspiration for new content

oda wasnt planing on making shanks a yonko, buggy a previous roger crewmate, or most recently the gome gome no mi a zoan fruit., when he drew the first one piece chapters.
