When your Samsung device has just been working properly and then all of the sudden you can no longer receive incoming calls, the problem can be just pretty minor. Spent 4 hours on tech support and did all this. There is a new update from Samsung that causes this problem. Go tosettings, app, tap next to "your apps" select "show system apps" then press OK. From that list find One Talk, click on it, select force stop and then Uninstall. If Uninstall does not appear next to force stop, select whatever appears next to force stop, then Uninstall should appear. Turn off phone for 60 seconds and try it.
