I like this scene, cuz the vibe I get is that the _vampires_ aren't sure if running water is one of their weaknesses. Like there's so much vampire lore and so many different vampire rules that even they're not sure what's true anymore.

As much as I hate her, Camilla makes a really good point. Stationing a permanent presence in the city of Braila cuts off access to the port. It would significantly decrease the amount of people escaping by boat. Arges by contrast would only succeed in panic and demoralization. And at this point in the war demoralisation isn't an issue

Carmilla’s point about not knowing what would or wouldn’t kill you makes no sense. Everyone has fears, thus they feel like something would kill them.
