Suit up for classic comedy! I love how Venkmen appeals to the Mayor's sense of interest. Venkman gave the mayor a win-win situation, where Walter Peck gave him nothing.

I love the little nod from the Bishop after the “registered voters” line. You can just see him thinking “oh yeah, that worked.”

This was the scene that convinced me Peter being a wiseass throughout the whole movie was all an act. He has a degree in psychology, so I think he's always trying to get reactions out of people to better assess a situation for his benefit. He showed how unreasonable Peck was acting with the situation using the dickless joke, then after the mayor got insight from the fire department, the church, and the Ghostbusters, he sweetened the deal by addressing the mayor by his name to respectfully keep his attention and suggested the best case scenario.
