For context: Prime all might is 60× stronger than current all might. And current all might can change the weather with a punch and caused a tornado with the US of smash. Prime all might scales above deku during two heroes to which deku and bakugo combined did a large island level attack by punching an island sized hole through the clouds.

Deku and shigaraki have both stated to be as strong as prime all might in the war arc and shigaraki was able to cause country level damage no problem.

Prime all might is atleast large country to low continental, with shigaraki and deku being above that due to the quirks and ofa growing stronger with each passing user.
