It's your power steering pump. It's common for Honda. Check to see if your fluid is low if not the O-ring around the inlet and outlet house is worn.

@hondaME, if the sound just happened after changing the belt, double check if it the right belt.

Could be even alternator or bearing on pulley

This happened to me this morning. Started the engine in the mid 50's then once the engine is warmed up the sound goes away.
