Randall Munroe wrote a What If? article on this exact thing - and went through the same problems - some time ago, and came to the conclusion that it was like plugging a bottle of overflowing diet coke with a mentos.

Seems like an apt metaphor for a lot of things.

The fact that one Halley's comet per year is a meaningful number (assuming sci-fi magic spaceships) makes me think Futurama's writers once again, in fact, did the research.

So to do this, drop comet ice into the ocean for cooling, we need to slow it down to low earth orbit so we can handle it, then send it down in chunks with plenty heat shielding, then drop it once it's landed.... sounds like more heat emissions than the ice could ever cool
